H2O has disaster experience at the Federal, State and local levels, including:

  • Conducting training and curriculum development for FEMA’s National Flood Insurance Program (NFIP) for agents, lenders and adjusters nationwide;
  • Providing mitigation, environmental, consulting and technical services nationwide as part of FEMA’s Hazard Mitigation Technical Assistance Program (HMTAP);
  • Serving as an appointee on the Governor’s Commission for Disaster Recovery and Renewal for the State of Texas following Hurricane Ike (2009);
  • Developing and managing Hazard Mitigation Assistance (HMA) and Public Assistance (PA) grants;
  • Working for the states of Louisiana and Mississippi to maximize funding after Hurricanes Katrina and Rita under the Stafford Act;
  • Assisting the State of Louisiana with HMA and PA management and administration after Hurricanes Gustav and Ike, and providing direct assistance to communities to prepare them for closeout;
  • Understanding of coverage, underwriting and the relationship of flood insurance and flood maps to the Stafford Act and 44 Code of Federal Regulations;
  • Administering FEMA grants for subgrantees;
  • Serving on the Foundation Board of the Association of State Floodplain Mitigation (ASFPM), the Natural Hazard Mitigation Association (NHMA) and the National Emergency Management Association (NEMA);
  • Preparing mitigation plans for major metropolitan areas of Texas, Oklahoma, Mississippi, and New York;
  • Conducting Community Assessment Visits (CAV’s) for the State of Texas including floodplain ordinance enforcement and evaluation; and
  • Working with local communities, states and FEMA on more efficient ways to recover from disasters.
