H2O Partners, Inc. (H2O), a Historically Underutilized Business (HUB), Disadvantaged Business Enterprise (DBE) and Women's Business Enterprise (WBE), was formed in 2001 by Jo Ann Howard, former Federal Insurance Administrator at FEMA.
H2O has a leadership team with excellent credentials and experience in the full range of disaster work, both natural and man-caused and assists clients with disaster response and recovery. For example, H2O serves as one of the Federal Emergency Management Agency's Technical Assistance Contractors as part of an interdisciplinary team that addresses engineering, architectural, economic, land management planning, insurance, environmental and other areas associated with hazard recovery and reducing losses from all hazards.
Since its formation, H2O has successfully:
- Assisted clients in accessing and managing disaster grant funding.
- Developed FEMA-approved hazard mitigation plans covering over 120 counties and 500 cities in the State of Texas.
- Served as part of a team assisting the State of Mississippi and cities, counties and non-profit entities in managing funds under FEMA's Public Assistance Program.
- Assisted in the review of the State of Louisiana's Public Assistance reimbursement process relative to the oversight of public funds and provided recommendations for improvement.
- Assessed risk and developed plans to mitigate risk from a range of hazards to critical facilities and infrastructure, such as large electric transmission systems and medical facilities, including the M.D. Anderson Cancer Center in Houston, Texas.
- Served as principal contractor to the State of Texas in conducting training on the National Flood Insurance Program.
