H2O Partners, Inc. (H2O), a Texas Historically Underutilized Business (HUB), and Women’s Business Enterprise (WBE), was formed in 2001 by Jo Ann Howard, former Federal Insurance Administrator at FEMA.
H2O has extensive experience assisting local and state governments, FEMA and the private sector to effectively mitigate against, prepare for and recover from all types of disasters. H2O brings together a team of seasoned professionals who are experts in emergency management, disaster recovery, grants management, planning, training, communications, outreach and intergovernmental relations.

Success Stories
Woodsboro ISD Dual-Purpose Safe Room
H2O completed a successful grant for the Town of Woodsboro, Texas and Woodsboro ISD for the development of a dual-purpose safe room on the school campus for approximately $1.9 million. The safe room will protect the community from tornado and high wind events and will serve as a school gymnasium when there is not a threat. H2O is currently managing the projects. National Flood Insurance Program Training
H2O has provided nationwide flood insurance training to agents, lenders, and adjusters for the National Flood Insurance Program (NFIP) since 2008.
